I’ve gone through this question extensively and I’ll share what I found out.  I personally received a violation for keeping bees in Montebello NY (See Here) which is a Village in Rockland County. Their reasoning for NOT allowing bees is and was, “until there is a law stating you ARE allowed too, its illegal to keep bees. ( This seems to be the same reasoning for the Villages that do not allow beekeeeping)

Update: Montebello is now working on a bee law.

The other Villages that do allow beekeeping all said the opposite, “until there is a law against beekeeping you are allowed to keep bees.

I’ve since called up all the towns and villages to find out their stance on beekeeping. See  Bellow..
